Hazardous and Toxic Chemicals on the Move: Under-regulated, Vulnerable, and Dangerous




The global chemical industry, valued in 2021 at over 4.7 trillion dollars, produces tens of thousands of different products that are central to modern life as we know it. These products are manufactured from raw materials such as fossil fuels, water, minerals, metals, and can vary widely in their composition, from the relatively benign to the highly toxic and from inert to highly explosive.


Common to all these products is that they are almost universally produced in one location and then transported elsewhere to be used, converted, or consumed.


The production, use and consumption of chemicals is a highly regulated environment. There are local, national, and international mechanisms governing these activities.


However, the transport of chemicals, particularly across international boundaries remains a weak point in the regulatory framework.
